Get my free ad auditA small business should set its Facebook ads budget from margin, not from a rule of thumb: work out the return on ad spend you need to break even, then spend as much as keeps you above it. Most online stores start between 3,000 and 10,000 USD a month, raise spend only when tested creative earns it, and bring in an agency once spend reaches roughly 20,000 USD a month and the owner is the bottleneck.
This guide is for owner-led ecommerce brands that already sell online. It covers how much to spend, how to calculate break-even ROAS, what a freelancer and an agency cost against doing it yourself, and the signs that hiring help will pay. If you already know you want someone to run it, see our Facebook ads agency for small business page, where a free store audit takes about two minutes.
Do Facebook ads work for small business?
Yes, for businesses that sell something people can buy online, have a margin that can carry ad costs and give the ads time to learn. They work poorly when the product margin is thin, the site converts under 1 percent, or the budget is so small that the account never leaves the learning phase. Facebook ads are a paid channel, so the question is never whether they work in general. It is whether your numbers allow them to work.
How much should a small business spend on Facebook ads?
Budget follows your stage. The table below is a planning shape, not a promise, and your own margins should override it.
| Stage | Monthly Meta spend | Who usually runs it | Main goal |
|---|---|---|---|
| Testing | 1,000 to 3,000 USD | Owner | Find one product and one angle that sells |
| Early growth | 3,000 to 10,000 USD | Owner or freelancer | Build a steady supply of tested creative |
| Scaling | 10,000 to 20,000 USD | Freelancer or small agency | Raise spend without losing return |
| Established | 20,000 USD and up | Specialist agency or in house hire | Creative volume, tracking and reporting |
A common mistake is raising budget before the account has a winning ad. More money behind a weak ad only makes the loss larger and faster.
What is a good ROAS for a small business?
A good ROAS is one above your break-even, and break-even comes from your margin. Take the price, subtract product cost, shipping, returns and payment fees, and divide what is left by the price. That is your contribution margin. Break-even ROAS is 1 divided by that number.
| Contribution margin | Break-even ROAS | Target ROAS to scale |
|---|---|---|
| 25 percent | 4.0 | 5.0 or more |
| 40 percent | 2.5 | 3.0 or more |
| 55 percent | 1.8 | 2.2 or more |
Published benchmarks vary widely and are rarely audited, so ignore anyone who quotes one number for every store. If you sell a product people reorder, you can accept a lower first order return because the second and third orders pay later. For one time purchases you need to clear break-even on the first sale.
Should a small business hire a Facebook ads agency?
Hire an agency when the return from improving the account is larger than the fee, and when you cannot supply the missing piece yourself, usually creative or time. At 20,000 USD a month of spend, a one point lift in ROAS adds roughly 20,000 USD of revenue each month, which covers a retainer many times over. At 3,000 USD of spend the same lift adds 3,000 USD, and the fee would eat it.
Signs it is time:
- Spend has plateaued and you cannot say why.
- You only launch new ads when you find a free evening, so creative runs out.
- Orders in your store and purchases in Meta do not match.
- You cannot tell which ad or product is making the money.

How much does a Facebook ads agency cost for a small business?
Agencies commonly charge a retainer of 2,000 to 10,000 USD a month or 10 to 20 percent of ad spend, and some add a setup fee or bill creative separately. The percent of spend model has a built in problem: your fee rises when you raise budget, even if results do not. Our breakdown of what a Facebook ads agency costs compares every model.
| Option | Typical cost | Best when | Risk |
|---|---|---|---|
| Do it yourself | Your time | Spend under about 5,000 USD | Creative runs dry, gut feeling decides |
| Freelancer | 1,000 to 3,000 USD a month | Spend of 5,000 to 20,000 USD | One person covers strategy, buying and creative |
| Percent of spend agency | 10 to 20 percent of spend | Spend stays stable | Fee grows with budget |
| Flat fee specialist | 3,000 USD a month up to 50,000 USD of spend | Spend of 20,000 USD or more | Overkill under about 10,000 USD |
Our current plans and the yearly discount are on the Facebook ad agency pricing page, and the logic behind a flat fee is in flat fee vs percent of spend.
What should you fix before you spend more?
Tracking and creative decide most small business results, and both are cheaper to fix than to out-spend. Check that your Pixel and Conversions API report the same purchases as your store, that product feeds are clean, and that you have at least three distinct creative angles running. Looking at what competitors run helps here, and a tool that lets you see which ads your competitors are running on Meta gives you angles to test before you brief a designer.
- Compare purchases in Meta with orders in your store over the last 30 days. A gap above 20 percent means tracking needs work.
- Test one variable at a time: hook, offer or format.
- Keep winners running and replace tired ads every two to three weeks.
- Look at your landing page on a phone before you touch the ads.
What mistakes cost small businesses the most?
Four mistakes show up in almost every account we review. The first is judging ads by platform ROAS alone, when the number that matters is store revenue against total spend. The second is changing budgets every day, which resets learning and hides what is working. Raise or cut spend in steps of 20 percent at most, a few days apart.
The third is running one creative concept in five colors and calling it a test. Real tests change the hook, the offer or the format. The fourth is scaling a campaign that rests on a single product, so one stock-out or disapproved ad stops sales. Keep at least two products or offers carrying spend, and keep a reserve of ready creative so a tired ad can be swapped the same week.
Fixing these costs little and often adds more than doubling the budget would. It is also the quickest way to find out whether you need an agency at all: if the account is clean, tracked and still stuck on creative volume, that is the moment help pays for itself.
How long until a small business sees results?
Expect first test readings in two to four weeks and a reliable picture after 60 to 90 days. Tracking fixes can change reported return almost at once, while scaling takes longer because creative needs several rounds. Be wary of anyone promising a fixed ROAS in the first month.
